Summary:
The Human Resources Operations Analyst will be responsible for establish and maintain policies, controls, execution of people administration process, guaranteeing the compliance with local law in Canada and USA countries, through payroll and safety and occupational health providers and as well support employees to provide advice in payroll and health insurance services.

This is a critical role for the preparation, audit, documentation, and disbursement of hourly and salary payroll, and ensures that all processes are compliant with federal, state, and local agencies.

In this role, you’ll report to the HR North America Lead. There is also a strong connection required with the HRBP of USA & Canada, and with the similar roles of Latin-America countries.

Essential Functions/ Responsibilities:

  • Manage payroll and health vendor relationships. Evaluates current vendors and system and recommends and develops operating efficiency improvements.
  • Responsible for all payroll processes guaranteeing the compliance with the Labor Law and with the internal policies, ensuring the day-to-day management of payroll related data, payroll processing for semi-monthly and Bi-weekly employees, wage attachments and leave management systems interface. Includes as well to collect and process commissions, bonuses, and other special payments.
  • Responsible for guarantee the compliance on safety and occupational health processes and trainings with significant focus on the warehouse employees.
  • Advise employees and managers on payroll process and health insurance services.
  • Responsible of the onboarding and offboarding process of USA employees.
  • Monitors and ensures proper documentation of employee benefit payments.
  • Map and document all payroll processes.
  • Monitor the management of subcontractors with the responsible vendors and internal departments
  • Prepare and present indicators related to Canada and USA personnel administration data.
  • Ensures compliance with all federal, state, and local employment laws regarding payroll and employee administration including all tax inquiries from local, state, and federal entities.
  • Ensures total compliance in the areas of 401k administration to include yearly audits and the 5500 filing, the annual 5500 Annual return/report of Employee Benefit Plan ERISA with the Department of Labor. Work with payroll vendor in the filing for EEO 1- Vet, and work with named attorney on the filing of the annual Affirmative Action plan.
  • Establishes and maintains department records and reports. Ensures that all HRIS platforms (ADP/SAP/Success Factors (PeopleDay) are maintained accurately including database administration, terms, hires, reporting overall data integrity.
  • Maintain and track SIT and SUI tax rates along with any local jurisdictions, as payroll and tax files.
  • Assist with local Diversity & Inclusion, Corporate Social Responsibility (CSR) activities and other Employee Relations events.

Supervisory Responsibility:

  • Manage the payroll and benefits relationship between the benefit broker and payroll service.

Required Education /Experience Requirements:

  • Bachelor’s degree in business administration, Finance, Human Resources or equivalent.
  • CPP certification preferred.
  • Minimum 5 years’ experience of solid multi state payroll administration and processing for USA and minimum 3 years for Canada payroll operation.
  • Minimum of 3 to 5 years of managing ADP payroll processing systems; advanced ADP Workforce Now skills a must
  • Exceptional report writing skills.
  • Strong customer service with above average problem-solving skills.
  • Knowledge of federal / state regulations related to payroll, HR, and benefits such as FLSA, FMLA etc.
  • Excellent time management skills. Must be able to multi-task, be detailed oriented and possess strong organization skills in order to meet strict deadlines.
  • Excellent communication skills both verbal and written to ensure effective communication at all company levels both inside and outside of the organization.
  • Solid technical understanding / experience in systems interfaces between payroll and third-party vendor administrator products.
  • Knowledge of state and federal tax filings SIT and SUI tax rates a must.

Physical Demands:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the employee must be able to remain in a stationary position throughout 75% of the day. The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc. This position requires the constant operation of a computer and other office productivity machinery, such as a calculator; copy machine, and computer printer. The person in this position frequently communicates with both internal and external clients. Must be able to exchange accurate information in these situations.

This job operates in a professional office environment.

Travel:
No travel is expected for this position.
